The Electronic Identification and Trust Services Regulation (eIDAS Regulation 910/2014/EC) is a single, standardized regulation that applies across all EU member states — finally providing a consistent legal framework for accepting electronic identities and signatures. Under the eIDAS Regulation (EU) 910/2014, electronic identification (eID) schemes are classified according to three levels of assurance. Under the Regulation (EC) No 910/2014/EU (eIDAS Regulation), national Trusted Lists have a constitutive effect. In other words, a trust service provider and the trust services it provides will be qualified only if it appears in the Trusted Lists. Already the old EU Directive 1999/93/CE, which is repealed by eIDAS 910/2014, defined qualified e-signatures as non-reputable, as it required signatories to use their qualified signing certificate, which is issued to them personally and that they have under their sole control.
